Bristol Bay Housing Authority·Dillingham👇🏽👇🏽👇🏽Make your voice heard!👇🏽👇🏽👇🏽 URGENT: Tribal Nations are encouraged to review proposed changes to the 2030 Census and make their voices heard. The U.S. Census Bureau has proposed regulations that would fundamentally change how the census counts people across the United States. Of particular concern, the proposed rule would remove race and ethnicity questions, eliminating critical data about American Indian and Alaska Native populations. Census data help determine political representation, inform federal funding decisions, and guide planning for housing, community development, maternal health, transportation, and other essential programs and services. These proposed changes could have significant consequences for Tribal Nations and Native communities. The Census Bureau will hold a virtual Tribal consultation for Tribal leaders and officially designated representatives: Friday, October 2, 2026 3:00–4:30 p.m. ET The public comment deadline is October 13. Tribal Nations and Tribal-serving organizations have until November 2 to submit comments. Read the Dear Tribal Leader Letter: https://hubs.la/Q04xX5ty0 Register for the consultation: https://hubs.la/Q04xX5sK0 Submit comments through https://hubs.la/Q04xX5tz0 by searching docket USBC-2026-0628. Bristol Bay Housing Authority·DillinghamPlease share! The census is important to all of us. 👇🏽👇🏽👇🏽👇🏽👇🏽👇🏽👇🏽 Call to Action from the National Congress of American Indians: URGENT: Review the U.S. Census Bureau Dear Tribal Leader Letter Ahead of the October 2 Tribal Consultation on Proposed 2030 Census Rules The United States Census Bureau is holding a consultation on October 2, 2026, from 3 p.m.- 4:30 p.m. Eastern time to hear from Tribal Leaders about the Notice of Proposed Rulemaking issued on September 10, 2026. If adopted, the rule would fundamentally change how the 2030 census counts every person in the United States. Of particular note, the proposed rule would remove the Race/Ethnicity questions, thereby erasing all data about American Indian and Alaska Native populations in the country. This change would significantly impact funding for Indian Country and Alaska related to housing, community development, maternal health, and transportation. The National Congress of American Indians (NCAI) is sharing the attached Dear Tribal Leader Letter from the U.S. Census Bureau announcing a virtual Tribal consultation on proposed regulations governing residence criteria and demographic questions for the 2030 Census. The Census is more than a population count. Census data help shape political representation, federal funding decisions, policy development, and planning for essential programs and services across Indian Country. The proposed regulations may affect how American Indian and Alaska Native people and Tribal communities are counted and represented in federal data. It is critical that Tribal Nations have a meaningful opportunity to review these proposals and ensure the federal government understands their potential impacts on Tribal citizens, communities, and sovereignty. The Census Bureau is providing only two weeks’ notice of the consultation, rather than its standard 30-day notice, citing operational deadlines for the 2030 Census and ongoing litigation related to the 2020 Census. NCAI strongly encourages Tribal leaders and officially designated representatives to participate in the consultation and submit comments for the official record. Note: The comment period for the rulemaking has been extended for Tribal Nations and Tribal-serving organizations only. The public must provide comments by October 13, 2026, while Tribal Nations and Tribal-serving organizations have until November 2, 2026, to provide comments. Please contact vote@ncai.org if you have any questions and check back at NCAI.org for updates, including a summary of the rulemaking and proposed talking points for the consultation and comment letters. Please review the attached Dear Tribal Leader Letter for additional information and share this notice with the appropriate leaders and staff within your Tribal Nation. ----------------------------------------------------------------- U.S. Census Bureau: Tribal Consultation The Census Bureau respectfully requests your tribe’s participation in a virtual tribal consultation to receive feedback and comments on the Federal Register Notice (FRN) Decennial Census of Population of Americans; Proposed Residence Criteria and Proposed Regulations for Demographic Questions, published on Thursday, September 10, 2026, 2026-18481.pdf. The virtual tribal consultation is scheduled for Friday, October 2, 2026, from 3:00 p.m. - 4:30 p.m. ET and will be held using the Microsoft Teams webinar platform. Registration information for the tribal consultation is listed below. The Census Bureau’s procedures for outreach, notification and consultation ensure involvement of tribes, to the extent practicable and permitted by law, before making decisions or implementing policies, rules, or programs that affect federally recognized tribal governments. These meetings are open to citizens of federally and state recognized tribes by invitation. The U.S. Census Bureau strives to promote transparency throughout the rulemaking process and ensure all affected parties are kept well informed about developments and impacts related to the decennial census short-form questionnaire by actively sharing information and updates. In this instance, the Census Bureau is providing a two-week advance notice of consultation—as opposed to the standard 30-day notice that it aims to provide—in order to ensure that it is able to meet all of the operational deadlines in advance of the 2030 Census as well as its obligations in the ongoing lawsuits related to the 2020 Census. This virtual tribal consultation is an opportunity for tribes to provide feedback on the proposed addition of two new parts to the Code of Federal Regulations governing the decennial census of population and housing, published on Thursday, September 10, 2026. We value your tribe’s participation. To ensure your input is considered during the decision-making process, comments on the FRN may be submitted electronically or by mail by Monday, November 2, 2026. Electronic Submission: Submit all electronic public comments via the Federal e-Rulemaking Portal at https://www.regulations.gov and enter USBC-2026-0628 in the Search box. Click on the “Comment” icon, complete the required fields, and enter or attach your comments. Mail: Submit written comments to 4600 Silver Hill Road, Designation: ADDEMO/FRN, Washington, DC 20746.
