City of Utqiaġvik vs North Slope Borough — two different governments: who does what

Utqiaġvik has two local governments, and they are not the same body. The CITY OF UTQIAĠVIK (City Hall, 907-852-5211) is the city government of Utqiaġvik only: the Mayor and City Council, the City Clerk (city business licenses and city elections), city recreation and youth programs, the city cemetery and burial permits, city bingo and pull-tabs, the taxi cab commission, and the State DMV office downstairs at City Hall. The NORTH SLOPE BOROUGH (907-852-2611) is the regional government for all eight North Slope communities: police and 24-hour dispatch (907-852-6111), fire and EMS, search and rescue, Health & Social Services (907-852-0344), housing, public works (village water, sewer and power, roads, landfills, trash pickup in Utqiaġvik), planning and land-use permits, wildlife management, and the Borough Assembly and Borough elections. In Utqiaġvik, electricity, gas, water and sewer come from BUECI (907-852-6166), a member-owned cooperative — not the City or the Borough. The airport is owned by the State of Alaska. The North Slope Borough School District is a separate body from both. The tribes (ICAS for the region, the Native Village of Barrow in Utqiaġvik) are tribal governments, also separate from the City and the Borough.
