As of September 2026 neither ICAS nor the Native Village of Barrow lists a tribal LIHEAP / energy-assistance program on its website, so the main heating program for North Slope households is still the State Heating Assistance Program (DPA, 800-478-7778). Tribal help that DOES exist for a shut-off notice or a past-due heat/electric bill: NVB Emergency Assistance pays past-due utilities up to $1,000 for enrolled NVB members (907-852-4411); NVB's Homeowner Assistance Fund can pay utility arrears for member homeowners until Sept 30, 2026; ICAS General Assistance can cover utilities for eligible low-income members (907-852-4227); ASNA BIA General Assistance in Atqasuk, Kaktovik, Nuiqsut and Wainwright (907-852-2762); Native Village of Nuiqsut has an Emergency Requests & Rental/Utility Assistance form (907-480-3010). Ask your own village tribal office too — programs change with grant cycles.

About this service

To start electric, gas, water or sewer service in Utqiaġvik you become a BUECI member: fill out the Membership Application (residential or business), bring a federal or state photo ID, and pay a security deposit for each line of service plus any connection fee. Take it to 1295 Agvik Street, Monday–Friday 8:00–12:00 and 1:00–5:00 (closed for lunch), or call 907-852-6166 option 1. Pay bills through SmartHub (bueci.smarthub.coop) or the automated line 1-855-939-3753; report outages any time at 907-852-6166. About this service

The Heating Assistance Program is a statewide State of Alaska program, not a North Slope office. It makes a one-time payment to help eligible low-income households with heating costs, and can help with utility deposits for subsidized rental housing where heat is included in rent (SRHUD). Heating Assistance applications are accepted October 1 through April 30 each year; SRHUD applications are accepted year-round. Apply online at www.heatinghelp.alaska.gov, or request an application or ask questions by calling the Heating Assistance Office at 1-800-470-3058.
