The Native Village of Barrow (NVB) Homeowner Assistance Fund (HAF) helps lower-income NVB tribal member homeowners facing hardship: mortgage delinquency that could lead to foreclosure, utility disconnection, or health-and-safety home repairs that could displace the household. It can pay mortgage or utility arrears and home repairs. The program is available only until September 30, 2026, and all work and payments must be completed before that date, so apply as early as possible — it is first come, first served, with $743,529 allocated. 2026 income limits by household size: 1 person $121,400; 2 $138,750; 3 $156,100; 4 $173,400; 5 $187,300; 6 $201,150; 7 $215,050; 8 $228,900. Expect to provide tribal enrollment, a government-issued ID, proof of homeownership (deed or title), proof of income (pay stubs, 1099 or 1040), proof of hardship, the delinquent mortgage/utility/tax/insurance notice, and for repairs a licensed contractor quote or invoice plus the contractor's W-9. Checks are mailed unless you ask otherwise.

North Slope Borough Children & Youth Services provides emergency shelter for youth under 18. The 14-bed facility at 2000 Ahkovak Street, Utqiaġvik is staffed 24/7, with mental health professionals available to youth and their families. Call CYS about placement and current availability.

The Native Village of Barrow administers its own federal Indian Housing Block Grant (NAHASDA) — Utqiaġvik tribal members do NOT go through TNHA for this. Programs for low-income NVB members: emergency home repairs and rehabilitation of substandard homes, first month's rent / security deposit help, foreclosure prevention, homelessness assistance, homebuyer units and new construction, plus a small Native American Housing Rehabilitation grant ($10,000 renovation projects). Fill out the 2025 Housing Assistance Application (and the NAHASDA form) and bring it to the NVB office, 6090 Boxer St, Utqiaġvik; 907-852-4411, Samuel.Patkotak@nvb-nsn.gov. Alaska's free Weatherization Assistance Program is run by AHFC through regional providers, and the provider listed for 'Northern Alaska' (which includes the North Slope villages) is RurAL CAP — 907-279-2511 or toll-free 800-478-7227, dmeister@ruralcap.org. Eligible low-income homeowners and renters (with landlord consent) get an energy audit and work such as insulation, air sealing, ventilation and heating-system fixes at no cost; RurAL CAP also has accessibility/handicap modification and senior 55+ programs. The North Slope Borough runs an Emergency Case Management Shelter for adults 18 and older experiencing homelessness, at 5115 Herman Street, Utqiaġvik — call 907-852-0436. Besides a bed, each resident is assigned a Client Advocate within five days who builds a plan for permanent housing, counseling, and work; working with the advocate is required. It is part of NSB Behavioral Health Services (907-852-0366). Women and children fleeing violence should call Arctic Women in Crisis instead: 1-800-478-0267. Before you build, add on, move a structure, or put in a large shed on the North Slope you need a Land Management Regulation permit from NSB Planning & Community Services. Since March 2026 all permit applications are filed online through the North Slope AK OpenGov portal (northslopeak.portal.opengov.com): Form 800 for a Utqiaġvik residential project, Form 700 for a village-district residential project, Form 900 for subdivisions, Form 300 for rezoning; Form 500 cultural-resource clearance may also be needed. The Native Village of Barrow's Environmental Department runs a youth Clean-Up Crew that removes non-hazardous waste — old furniture, yard junk, broken appliances — free of charge for elders and tribal members in Utqiaġvik. Fill out the Clean-Up Crew Assistance Form and drop it at the NVB office, 6090 Boxer St, or call 907-852-4411 (Wyman.Ipalook@nvb-nsn.gov / Micah.Kignak@nvb-nsn.gov). Hazardous waste (fuel, batteries, paint) is not accepted — ask NSB Sanitation, 907-852-0342.

General Relief Assistance is a statewide State of Alaska program, not a North Slope office. It gives one-time help to households with an immediate, specific need — shelter if you have an eviction notice, utilities if you have a shut-off notice, food or clothing. To qualify you must have an immediate need, be an Alaska resident and US citizen or eligible immigrant, have no other resources available, meet income limits, and have household resources of $500 or less. Apply through the closest Division of Public Assistance office — find it at health.alaska.gov/dpa. Locally, Alaska 2-1-1 can also point you to help. The Heating Assistance Program is a statewide State of Alaska program, not a North Slope office. It makes a one-time payment to help eligible low-income households with heating costs, and can help with utility deposits for subsidized rental housing where heat is included in rent (SRHUD). Heating Assistance applications are accepted October 1 through April 30 each year; SRHUD applications are accepted year-round. Taġiuġmiullu Nunamiullu Housing Authority (TNHA) is the regional Native housing authority for the North Slope, with a rental program and lease-purchase homebuyer programs (most serve households at or below 80% of median income; no application fee; waitlists can run 2-3 years). The low-income program is limited to Alaska Native / American Indian households; a separate rental program is open to the general public. TNHA does not offer senior-specific housing.
